To be honest, I did not read your whole text, however based on the title of your post, I say that mental fitness should be a must before issuing a driving license to anyone.

Yeah, absolutely right. I think mental health has a lot to do with your driving and until and unless you are mentally 100%, you should not drive. This is because if you drive while you are partially mentally unstable, you not only are putting your own life at risk but also the life of others around you.

​I agree to what you said completely. Yes, the mental un-stability is not just dangerous for you but also for other people. My husband is actually very cautious about this thing and he does not drive when he is tired or exhausted.
